The brief covered two problems at once: getting water off the rail formation fast enough to keep trains running, and sizing the culverts and drainage around the yard so the fix upstream didn't just push the problem downstream.
Drainage capacity was sized against cyclonic rainfall intensities rather than standard urban criteria, with erosion and sediment controls built into the yard layout from the outset.
