A staged tailings facility means outflow behaviour has to be re-checked at each stage of its life, not signed off once at the start and assumed to hold for as long as the facility operates.
Standard clear-water hydraulic assumptions don't hold for tailings — flow behaviour was modelled on its own terms to give the facility's engineers a defensible basis for design.
